IND-3015 The Arctic Council and the Indigenous Permanent Participants - 5 ECTS

Type of course

The course is an elective for completion of the Master in Governance and Entrepreneurship in Northern and Indigenous Areas (GENI), and is only open to students enrolled in that program.

Course content

The Arctic Council and the Indigenous Permanent Participants (ACIPP) helps students understand the Arctic Council and its Indigenous Permanent Participants, from the formation of the organization to the key issues it faces today.

The course will provide insights into the potential for and limitations of international cooperation by both states and Indigenous peoples. It will provide them sufficient context to understand

Problems facing the Arctic will be considered from multiple perspectives including the geopolitical concerns of states and the immediate needs of communities living in the Arctic. 


Objectives of the course

ACIPP sharpens students’ research skills and their ability to collaborate on research. It provides in-depth knowledge of Arctic governance, international politics, and the role of international Indigenous organizations.

The students have the following learning outcomes:

Knowledge

The student has:

  • knowledge of the Arctic Council’s history and structure, and the relationship between the two;
  • knowledge of the Indigenous Permanent Participant organizations;
  • increased understanding of the challenges and opportunities facing the Arctic;
  • deep understanding of at least one key issue of the Arctic Council from the perspective of various members and participants.

Skills

The student is able to/can:

  • gather both primary and secondary sources for research;
  • conduct a close reading and analysis of key documents in relation to key issues;
  • collaborate and communicate effectively with colleagues;
  • write clearly and concisely.

Teaching methods

The course involves online lectures and discussion seminars based on course readings. Students will also be expected to gather research materials and incorporate it into class discussions.

Assessment

The following coursework requirements must be completed and approved in order to take the final exam:

• Informed participation in at least 5 class discussions, some of which may require independent research in advance of the discussion.

The exam will consist of contributions to a collaborative research paper of approximately 4,000 words.

  • The research paper will be written collaboratively through the use of wiki software. Assessors will be able to identify the individual contributions of each (anonymous) student. Students will be marked on the quality of their contributions as well as the quality of their communication and collaboration with their peers. They will not share a grade with the rest of the group.

The exam will be assessed on an A-F scale. Grades are A-E for passed and F for failed. 

Retake is offered in in the beginning of the following semester in cases of grade F or Fail. Deferred examination is offered in the beginning of the following semester if the student is unable to take the final exam due to illness or other exceptional circumstances. In these cases, collaborative work is impossible, and students are responsible for the writing of the entire paper.

Registration deadline for retake is January 15.
