This project is situated within the Norwegian Labour and Welfare Administration's (NAV) thematic focus area of Innovation and Learning, where the purpose is to increase knowledge about how to best develop NAV as a learning organization. The improvement of organizational processes and services is central in this context. Circular Q27/2015 sets out a closer state-municipality collaboration on the Introduction Programme for refugees and the development of Individual Plans. The implementation of the Fast-Track initiative is another measure outlined in NAV's guide based on Circular Q27/2015. It is appropriate for NAV as a learning organization to conduct follow-up research on how the state-municipality collaboration on the Introduction Programme for refugees takes shape in various local contexts so that, based on identified experiences, opportunities, and limitations, context-specific interaction models that work can be developed and can form a foundation for others.
This is precisely where this study will make a contribution: Based on data collected during the first one and a half years of the study, the preliminary empirical findings are discussed and reflected upon, aimed at improving the interaction between state and municipality. We particular focus on the opportunities and limitations of the Fast-Track initiative.
