HSE risk assessment

Risk assessments help prevent injury and illness as a result of undesirable incidents in the workplace. The risk assessment enables us to take measures to avoid undesirable incidents, or to reduce the consequences of undesirable incidents. In this way, risk assessments contribute to a safer working environment.

Step 1: Planning

The risk assessment process begins with management appointing a working group. The members of the group must collectively have the necessary expertise to conduct the risk assessment. Next, the work or analysis subject is mapped out. It should also be assessed whether the work involves the use of potentially harmful factors. Based on these mappings, the type of risk assessment to be conducted is determined.

Step 2: Risk analysis

At UiT, there are three different methods available for analyzing risks related to health, safety, and environment (HSE). Forms and guidance for all three methods can be found under Regulations and Useful Resources. A more detailed description of each method is available in the guidelines for risk assessment with health, safety and environment (HSE).

  • Preliminary Risk Analysis (PRA): This method is effective for identifying hazards early in the analysis process and can be performed with limited effort.
  • Safe Job Analysis (SJA): A simple method for identifying hazards and undesirable events associated with a specific task. It is often used as a checklist before starting a job and is also suitable for assessing factors that may affect workers' mental health.
  • Combination Analysis (CA): This method evaluates hazards in a job task involving potentially harmful factors. The Combination Analysis consists of an extended SJA and a more detailed assessment of the potentially harmful factors..

Step 3: Risk evaluation

The risk evaluation results in a draft plan of action containing recommended risk reduction measures (ranked in order), proposed deadlines for implementation of the measure(s) and responsibility for implementation of the measure(s).

Step 4: Risk management

Based on the submitted material, the management shall compare and weigh up various alternative actions in consultation with all interested parties

HSE Courses

Employees, guest scientists, students and guest students have a duty to comply with the requirements for HSE training. The requirements at your workplace are available by contacting your faculty or department.

Target groups: Employees with tasks within the first-line service and emergency preparedness, and other employees who may wish to take the course.       

Purpose: The course provides participants with basic training in life-saving first aid.

Topics addressed are:

  1. First at the scene of the accident
  2. Warning routines in the event of cardiac arrest
  3. Cardiac arrest
  4. Stroke
  5. Circulatory failure/shock
  6. Unconsciousness and lifelessness
  7. Unfree airways (foreign bodies)
  8. Stable lateral position and free airways
  9. Cardiopulmonary resuscitation (CPR)

The course runs over 3 hours.
CPR courses are set up regularly at UiT and on demand. The courses are announced at Tavla - kurs UiT

Target group are employees, PhD candidates, guest researchers, master students, guest students and external users who based on risk assessment must have documented safety training

Guest researchers and guest students should prior to application contact the department management to clarify the needs for safety training and being issued a Feide- account.

Employees, guest researchers and guest students who doesn’t have a Norwegian Social Security Number must be registred by the department administration to  Seksjon for studieadministrative tjenester via this form.

You should also complete local safety training based on the work you will perform and the risk assessment of this work. Information about the implementation of this training will be provided at the workplace

HMS-0506, HMS-0507, HMS-0508 and HMS-0509 are conducted in week 4 and week 37. HMS-0511 is conducted in week 4. HMS-0510, HMS-0512, and HMS-0513 are conducted upon request. HMS-0514 is organized by the dental education program and is conducted during the fall semester. HSE mapping

The unit shall map the psychosocial and physical working environment and, on this basis, assess risk, as well as prepare associated plans and measures to reduce risk factors. The survey includes an assessment of which factors are of particular importance for health, safety and the environment. The mapping method must be adapted to the challenges and activities at the individual unit.

  • Summaries from previous HSE surveys
  • HSE non-conformance reports and improvement proposals
  • Sickness absence statistics
  • Reports from inspections
  • Annual reports on health and safety
  • Annual plans and action plans
  • General challenges may also have emerged after summarising findings after performance appraisals
  • Minutes Management's regular meetings with safety delegates can provide useful information
  • HSE topics should also be a regular item at meetings

The results of HSE surveys shall be documented. An HSE action plan must be prepared with prioritised measures, the name of the person responsible for implementation and the deadline for implementation.

The unit must also carry out and update HSE risk assessments on a regular basis and, if necessary, implement measures.

An HSE round is a preventive HSE activity where the purpose is to prevent unfortunate working environment conditions from occurring, uncover any risk factors and ensure that improvements are carried out.

It is the management that is responsible for carrying out HSE rounds. The HSE round can take different forms.

The HSE rounds should be planned well in advance. The time, time spent and who will participate in the implementation must be determined. The background material must be obtained and reviewed. In addition, all employees must be informed of the purpose of the HSE round and the time of implementation.

  • The safety representative
  • Employees participate by providing information during the review
  • It may also be a good idea to include professional advisers in the areas to be mapped

The HSE round is usually checklist-based. Checklists should be adapted to the place where the HSE round is to be carried out

The results of the HSE round shall be documented. An HSE action plan must be prepared with prioritised measures, the name of the person responsible for implementation and the deadline for implementation.

Special challenges that are uncovered may trigger stricter requirements for risk assessment.

To obtain an overview of whether there are any conditions in the work or teaching situation that require special follow up Form for mapping of work involving possible hazardous factors can be used.

Work with hazardous factors can, among other things trigger:

HSE non-conformance, personal injury and accidents

The working and learning environment at UiT must be fully compliant with safety standards. If unwanted incidents or conditions occur that lead to or could lead to harm to people, the environment, or materials, it is important that they are reported as an HSE non-conformance. This allows us to learn from the incident and prevent it from happening again. When reporting HSE non-conformance, the head of department/section leader is also notified about any personal injuries must be reported and archived. 

All employees and students have a duty to report any HSE-conformance, as described in the guidelines for managing HSE non-conformance.

HSE non-conformance are unwanted events and conditions that have led to or could lead to harm to people, the environment, or property, such as:

  • Personal injuries
  • Material damage
  • Pollution (damage to the external environment)
  • Near-misses
  • Fire/incidents of fire
  • Breaches of HSE regulations
  • Accidents

The following are not HSE deviations and should not be reported in CIM:

  • Operational/building services such as changing light bulbs, cleaning, technical maintenance, etc., as well as deviations related to the physical security of buildings
  • Issues related to study quality
  • Issues related to information security
  • Reports/notices of personal conflicts, bullying, concerns about radicalization, or harassment

HSE deviations are reported electronically via: www.kunnskapscim.no/uit

  1. Select the "Normal" mode.
  2. Click "Logg inn" (Log in).
  3. Complete two-factor authentication with the one-time password sent to you.
  4. Click on the "Melding av HMS-avvik" (Report HSE non-conformance) icon.
  5. Fill out the form as instructed.

Students should report HSE deviations through their lecturer, supervisor, program leader, or study consultant.

In the event of personal injuries, the head og department/section leader must complete the form for internal notification of personal injury and file it in UiTs electronic archive system. Additionally, the incident that caused the personal injury should be recorded as an HSE non-conformance. When applicable, the form for follow up of exposure or possible exposure to chemicals, biological factors and ionizing radiation should also be completed and archived. 

In the event of serious incidents resulting in personal injury, internal notification must be given within UiT Emergency contact info, as well as to the police and/or the Norwegian Labour Inspection Authority (Arbeidstilsynet).

Events requiring immediate attention must be reported to the leader.

Notification to NAV

Personal injuries or occupational illnesses caused by a workplace accidents and may grant rights to benefits under the folketrygdeloven must be reported to NAV.

If there is any doubt about whether it is an occupational injury, or if the employee requests it, the employer must sed a notification to NAV. Read more about occupational injuries and occupational injury coverage in NAV's website. The incident myst be reported as soon as possible. The deadline for reporting an occupational injury or illness to NAV is one year. 

Notification to Statens pensjonskasse

State employees are covered by occupational injury insurance through the Norwegian Public Service Pension Fund (Statens pensjonskasse/SPK). More information and the injury reporting form can be found on SPK's website. The employee completes the first part, while the employer completes the second part. The deadline for reporting an occupational injury or illness to SPK is three years. 

Electrical accidents and injuries

All accidents caused by electric shock or arc flash must be reported to Direktoratet for samfunnssikkerhet og beredskap (DSB). Read more at elsikkerhetsportalen.no.
