Memory politics shapes collective historical representations for political ends. In Russia, the state actively centralizes memory institutions, pushing state-centric views while suppressing dissenting narratives. This dissertation examines how these dynamics play out in Russia’s three northern regions, focusing on the violent past. It 1) explores the monumental memory politics of the Great Patriotic War in Murmansk; 2) analyzes the state-patriotic transformation of Arkhangelsk's Mudyug Museum dedicated to a Civil War prison camp; 3) investigates changing interpretations of Stalinist repressions and Finnish occupation in Karelia.
Using media analysis, local history accounts, and expert interviews, the study identifies key actors and strategies in regional memory politics. Unlike theories attributing Russia’s memory control solely to the Kremlin, this research reveals nuanced federal-regional interactions. The state’s strategies include integrating local memories into patriotic frameworks and securitizing regional narratives. The findings shed light on how Russia's authoritarian regime navigates memory politics, combining control with adaptation in its northern peripheries.
