Internasjonalt Seminar er et informasjons- og debattforum i Tromsø, som gjennom foredrag og paneldiskusjoner tar opp nord/sør-problematikk, miljø/klima, fattigdom/utvikling og krig/fred som sentrale tema.

Torsdag 6. mars kl. 19:00-21:00, på Tromsø bibliotek og byarkiv, holdes det en ny paneldebatt på Internasjonalt Seminar.

Tema for dette møtet er global stormaktskonkurranse og Vestens hegemoni.

Siden Sovjetunionens fall i 1991 har USA vært en supermakt, med militær, økonomisk, politisk og teknologisk dominans.

I dag har USA over 800 militærbaser i 80 land, inkludert tilgang til 47 militære anlegg i Norden og 12 i Norge. Samtidig utgjør Vesten kun litt over 1 milliard av verdens rundt 8 milliarder mennesker, mens Kina vokser frem som en økonomisk og teknologisk stormakt. BRICS-landene – Brasil, Russland, India, Kina og Sør-Afrika – representerer nå over 40 % av verdens befolkning.

Det liberale Vesten viser tegn til svekkelse, mens det globale sør markerer seg stadig tydeligere. Står vi overfor slutten på «det amerikanske århundret»?

Problemstillinger som blir diskutert på seminaret:

• Europa presses mellom en uforutsigbar Trump og et stadig sterkere Kina.
• Afrikanske og latinamerikanske land – hvem vil de alliere seg med?
• Er vi på vei mot en ny bipolar verdensorden – «Vesten mot resten» – eller en mer multilateral struktur der både store og små stater hevder sin selvstendighet?
• Hvordan påvirkes menneskerettigheter, folkeretten og FN?
• Hva betyr den økende globale militariseringen – fra Arktis i nord til Stillehavet i øst og Afrika i sør?

INNLEDERE

• Stein Tønnesson, Asia-forsker ved PRIO, vil snakke om avskrekking og beroligelse mellom USA og Kina. Han forsker på spenningene i Sør-Kinahavet og har skrevet flere bøker om Øst-Asia og Vietnamkrigen.
• Rasmus Gjeldssø Bertelsen, professor i nordområdestudier ved UiT, vil belyse hvordan globale endringer innen politikk, økonomi, sikkerhet, vitenskap og teknologi påvirker Arktis.
• Ana Luisa Sanchez Laws, professor ved Senter for fredsstudier, UiT, vil kommentere situasjonen med utgangspunkt i Panama og landets forhold til USA.
• Abdalla Mohammedali er medlem i Tromsø kommunestyre og nestleder i Integrerings- og mangfolds utvalget, og vil kommentere med utgangspunkt i området Afrikas Horn.

Christine Smith Simonsen, Førsteamanuensis ved Institutt for arkeologi, historie, religionsvitenskap og teologi samt Senter for fredsstudier, UiT.

Internasjonalt seminar har et program med 25-30 åpne møter i året.

Seminaret støttes av Tromsø kommune og koordineres av FN-sambandet Nord og Seksjon for internasjonalt samarbeid (SIS) ved UiT Norges arktiske universitet.

I tillegg støttes seminaret av Tromsøs humanitære organisasjoner, solidaritets- organisasjoner og studentorganisasjoner.

The International Seminar is a forum for political debate in Tromsø, that addresses issues of the North/South divide, environment/climate, poverty/development, and war/peace as central themes through lectures and panel discussions.

Thursday, 6 March, 7:00 PM - 9:00 PM, at the Tromsø Library, there will be a new panel debate at International Seminar.

The theme of this meeting is the global competition between great powers and the West's hegemony.

Since the fall of the Soviet Union in 1991, the USA has been a superpower, with military, economic, political, and technological dominance. Today, the USA has over 800 military bases in 80 countries, including access to 47 military facilities in the Nordic region and 12 in Norway. Meanwhile, the West accounts for just over 1 billion of the world's approximately 8 billion people, while China is emerging as an economic and technological powerhouse. The BRICS countries – Brazil, Russia, India, China, and South Africa – now represent over 40% of the world's population. The liberal West is showing signs of weakening, while the global South is becoming increasingly prominent. Are we facing the end of the "American century"?

Issues to be discussed at the seminar:

Europe is caught between an unpredictable Trump and an ever-strengthening China.

• African and Latin American countries – who will they ally with?
• Are we heading towards a new bipolar world order – "the West against the rest" – or a more multilateral structure where both large and small states assert their independence?
• How are human rights, international law, and the UN affected?
• What does the increasing global militarisation mean – from the Arctic in the north to the Pacific in the east and Africa in the south?

SPEAKERS

• Stein Tønnesson, an Asia researcher at PRIO, will speak about deterrence and reassurance between the USA and China. He researches tensions in the South China Sea and has written several books on East Asia and the Vietnam War.
• Rasmus Gjeldssø Bertelsen, a professor of Northern Studies at UiT, will shed light on how global changes in politics, economics, security, science, and technology affect the Arctic.
• Ana Luisa Sanchez Laws, a professor at the Centre for Peace Studies, UiT, will comment on the situation based on Panama and its relationship with the USA.
• Abdalla Mohammedali is a member of Tromsø's municipal council and deputy chair of the Integration and Diversity Committee, and will comment based on the Horn of Africa region.
