New book "Proportionality in Crime Control and Criminal Justice"!

Within the framework of the newly established research group on “Crime Control and Security Law” the law faculty of the University of Tromsø, University of Bergen and the Max Planck Institute for the Study of Crime, Security and Law organized an international online event on ‘Proportionality and Criminal law in a State of Emergency’.

The online meeting had two purposes. First the presentation of the book ‘Proportionality in Crime Control and Criminal Justice’ edited by Jon Petter Rui (UIT/UIB), Nandor Knust (UIT) and Emmanouil Billis (MPI-CSL.) And second, the online meeting - with over 90 international participants - was used to discuss the topic of ‘Proportionality and Criminal law in a State of Emergency’.

The aim of the discussion was to highlight the relevance and significance of proportionality to current emergency issues causing the adoption of highly intrusive restrictive measures and new security and surveillance regimes worldwide. 

The event was opened by a welcome message by Professor Robert Spano (President of the European Court of Human Rights) followed by introductory remarks of 

  • Professor R A Duff (University of Stirling) and 
  • Professor Lucia Zedner (University of Oxford). 

The following panel discussion on ‘Proportionality and Criminal law in a State of Emergency’ was led by three academic commentators: 

  • Professor Tatjana Hörnle (MPI-CSL, Freiburg), 
  • Professor Douglas Husak (Rutgers Uni­versity) and 
  • Professor Valsamis Mitsilegas (Queen Mary University of London)
