Job description

I am currently working on my research project «Law of the Sea and Hybrid Warfare (LOSFARE)» at the Norwegian Center for the Law of the Sea; University of Tromsø. LOSFARE focuses on the practice of states imposing navigational restrictions on foreign ships and aircraft in densely navigated maritime regions (particularly straits) in the context of hybrid warfare and hybrid conflict. The objective of LOSFARE is to analyze the legitimacy of naval hybrid warfare by identifying the limitations under the law of the sea to the jurisdiction of states in imposing their political influence on other states. For this, LOSFARE scrutinizes state practice and examines whether it has affected the state of the law.

    Research interests

    My research interests cross traditional boundaries between the law of the sea, navigational regimes, administrative law, environmental law, human rights and international security law. Although I have an administrative law background from the Estonian judiciary and I have been mostly lecturing on various courses of administrative law in the bachelor's, master's and doctoral programs at the University of Tartu, the law of the sea has been my main area of research.

    My book publications include "The Estonian Straits: Exceptions to the Strait Regime of Innocent or Transit Passage" (Leiden, Boston 2018, 309 pp) which was published in the series "International straits of the world" by Brill. I have published on law of the sea in Estonian and international law journals, including the Journal of Marine and Coastal Law, Ocean Development &International Law, Utrecht Journal of International and European Law, Nordic Journal of International Law, Nordic Environmental Law Journal, and the French review Stratégique. I have been invited to serve as an expert in two projects for the codification of the Estonian laws on the law of the sea and national defense.

    Teaching

    I have been teaching international law of the sea to primarily international students at the University of Tartu (Estonia) from 2017. I have also been responsible for various bachelor's, master's and doctoral courses of administrative law and academic writing at the University of Tartu. I am supervising and censoring dissertations both in master's and doctoral programs at the University of Tromsø and University of Tartu.
