WARPeD Paper on R2P

The paper accentuated the language describing R2P in contrasting manners — as a concept, principle, doctrine, and norm. Lack of clarity around this as well as implementation problems make it intractable to define R2P as a norm that is global in its scope despite the fact that it is generally acknowledged that states are responsible for protecting their citizens in the domestic realm.
