In spring 2015, the Norwegian Directorate for Children, Youth and Families commissioned a research project on the investigation work of child welfare services in a public tender. The purpose was to gain knowledge about how child protection investigations are carried out in Norway and what is needed to ensure good quality in such investigations.

Notifications to the child protection service are the starting point for the approx. 50,000 CPS investigations carried out annually in Norway. The child protection services have been criticized by professionals, users, politicians, and the media, nationally and internationally, for a lack of documentation and systematic approach. Some criticism has been justified, while other criticism has been based on incorrect information and misunderstandings.
